METHOD OF USE:

Eyeliner can be applied on the lower or upper eyelid, as needed, directly to the lower end of the eyelashes. You can also apply the eye pencil as a base for eye shadow. Then use eye shadow on top of eyeliner to achieve incredible metallic color effects.
